二条城は、江戸時代の将軍が京都滞在の折に宿泊所とした場所である。1603（慶長8）年に徳川家康が造営を始め、1626（寛永3）年に、三代将軍・家光が完成させた。そして1867（慶応3）年、十五代将軍・慶喜が大政奉還を行ったのも二条城である。城内には、異なる時代に造られた三つの庭園がある。江戸時代の二の丸庭園、明治時代の本丸庭園、そして昭和の清流園。清流園では、国賓の接遇が行われることもある。
